As per Apple they are planning to release iOS 8.4 as soon as possible and there won't be any beta versions after iOS 8.4 beta 3. But if they find any vulnurability or potential bug in iOS 8.4 beta 3 they might release another beta version for the developers to test out and to fix all possible bugs. So it is not possible to state a particulat date for iOS 8.4 release but what we can predict is it won't take much time.
